I’m not sure you can as vinyl is pretty porous and purple pipe primer is, well, purple. You could try alcohol, mineral spirits, WD-40. I would think that time is of the essence, the longer it sits, the harder to remove.
Take some mineral spirits and try rubbing it on your flooring- it’s good for cleaning up paints and primers – test if first before applying to the whole floor- but that might help. GOOD LUCK
Nail polish remover might help. Try it on a test spot. It’s basically deluded paint thinner with perfume added. It should be gentle enough to keep from destroying the floor. Good luck.
