Any Problem Installing Laminate Flooring Directly (no Underlay) Over Vinyl Kitchen Floor That Is Over Dry Wood
The salesman says to use a plastic sheet and/or thin foam underlay but offers no persuasive reason to do so other than the floor might be quieter. My subfloor is dry wood over a full basement. I can see no valid reason for the added underlay and expect to install without it unless someone can offer a good reason for its use.

Yes, You certainly can install ceramic floor tile over vinyl floor tile that is well bonded.
You need to purchase what is called “metal lath” That is available in sizes 28 inch wide by 120 long. costing about $7.00 each at your local drywall supply house. It comes in Galvanized steel and is thin type perferorated metal. Looks like screen only much stronger.
Staple that metal lath onto the floor using small steel staples at about 8 inch apart in any direction. Then use a normal tile underlayment fortified type and a sand type grout.
